Probable cause is used to narrow the search of a subject.  Sometimes Law Enforcement agencies are in the right area but have the wrong subject.  There are several factors that are used in Law Enforcement investigations.  Most of the time Law Enforcement do not have or use sufficient time to investigate all the facts and interview all parties involved and thus we have an incomplete investigation.
